The article analyzes relations between globalization and the international order, particularly the question about how to explain global processes and their dynamics before and after 9/11, the role and strategy of the USA as regards global processes, the new fuctions of nation-states in the global order, and trends in the development of relations between USA and Europe. The core hypothesis is that we are entering a new form of international/global order and that it makes sense, therefore, to conceive of developments in the form of a ?global turn?.
