Open data is trending among both practitioners and researchers. Public authorities are opening their datasets but “open data is a means not an end, and releasing the data is a small step in a long walk”. (Broster, Misuraca & Bacigalupo, 2011, p. 62, 63). At the same time, open data does not merely cover technical subjects but also relates to policy, legal, economic, financial, organizational and cultural challenges (Attard et al., 2015, p. 416). The lack of consumers using existing open data portals further indicates that more research is required to understand factors that influence participation in and usage of open data.
